H. Francisco Leal is the managing partner for the law firm Leal-Trejo LLP in Los Angeles. Mr. Leal provides advice to Leal-Trejo's public-agency clients on topics such as environmental liability and regulatory compliance, zoning, the Brown Act, regulation of adult businesses, cable TV franchise renewals, conflict-of-interest issues, personnel matters and election law. Francisco Leal also has a developed practice in legislative analysis and advocacy. He is a lobbyist registered with the California Secretary of State and provides legislative analysis, advice and advocacy through Legislative Advocacy Group Inc. for the firm's clients. As a lobbyist, Mr. Leal has represented various general-law cities, water and air quality agencies, school districts and health-care providers on issues such as gaming regulatory reform, funding for school construction and infrastructure projects, zoning and transportation-related matters. Francisco Leal's experience includes serving as City Attorney for the cities of San Fernando, Commerce, Lynwood and South Pasadena. He currently serves as City Attorney in the City of Huntington Park, and as City Attorney and Community Development Commission Counsel for the City of Maywood. Mr. Leal previously served as Assistant Regional Counsel for the U.S. Environmental Protection Agency (EPA), where he handled a variety of matters related to the enforcement of the Comprehensive Environmental Response, Compensation and Liability Act. Francisco Leal's environmental expertise includes litigating cost-recovery actions, negotiating settlements for the cleanup of contaminated property, and preparing indemnification and cleanup cost-sharing agreements in connection with the purchase and sale of contaminated properties. Francisco Leal serves as Chairman of the Board of Directors for Plaza de la Raza, a private nonprofit organization that provides year-round programs in arts education and serves as an arts center and school of performing arts. Mr. Leal served as a Trustee for the Mexican American Bar Association (MABA), as a Board Member for the Community Youth Gang Services Project (CYGS), the Los Angeles Center for Law & Justice, and the International Visitors Council of Los Angeles (IVCLA). Mr. Leal is admitted to practice before all courts in the State of California and the U.S. District Court, California Central District.
