Before starting "The Surge Strategies", James served as Deputy Director of Media Affairs at the Republican National Committee. Davis led the successful execution of booking national and regional media for each Presidential Debate. Prior to the RNC, he served as the Associate Director of Communication at the Republican National Convention in Minnesota, where he built a team of 227 professional communicators to proactively engage the more than 15,000 members of the media. The Associated Press called the Convention "a model of efficiency and organization." From 2006 to 2008, Davis served in the Office of the Assistant Secretary of Defense Public Affairs where he set up a proactive communications outreach structure to engage key opinion leaders and help the Pentagon deliver its message to the public. Davis also assisted in the implementation of the new “Iraq Communications Desk." From 2003 to 2005, Davis served as the Director of Congressional Research for the Secretary of Defense's Legislative Office. In this capacity, he prepared numerous briefing books for the Secretary and Deputy Secretary of Defense.
