I retired from government service in 2003. I previously had more than 24 years experience as a DoD contractor, principally with IBM Federal Systems Division. I was a professor of systems management at the National Defense University and then at Defense Acquisition University (DAU). I served as a member of the Board of Examiners for the Malcolm Baldrige National Quality Award in 1993, and I am a 1996 graduate of the Federal Executive Institute (FEI). I am also an attorney-at-law licensed to practice in Virginia and several Federal courts. In 1985, and again in 1986, I participated in the exchange of distinguished engineers and scientists program and visited France as a state guest to discuss my work in software reliability. My doctorate is in the Management of Science, Technology and Innovation, with a minor in Leadership. My dissertation is on Critical Success Factors for DoD Program Management. I teach the adult education program at my home parish. I am married with five children, one of whom is a priest. I love my wife and children, and I love being Catholic.
