Currently the program director for the ADL Technical Support and Sr. Learning Scientist for ADL. Recently authored the SCORM chapters in first book published by and about ADL. As technical lead he successfully led the technical direction of ADL while continuing development of the current SCORM release as well as the current ADL Registry release. He is also a recognized educator, and innovator in the field of learning technologies, learning technology standards, and knowledge management, and SCORM researcher. Previously the Chief Knowledge Engineer at SAIC with a successful track record in leading, designing, and implementing enterprise learning and development solutions specializing in the convergence of enterprise learning and knowledge technologies. He also led the assessment of the knowledge management maturity study of NASAs Johnson Space Center for the office of the CKO. As the knowledge architect for the initial JKDDC architecture, Dr. Gallagher has extensive experience in designing and developing learning and knowledge architectures and systems, assessments, simulations, and has led research and development projects in the design and development of new content object models to support smart enterprise systems. He has accrued customer recognition and awards for thought leadership, innovation, and design and continues to pursue models for convergence in the areas of e-learning, learning technology standards, and knowledge management. Involved extensively in public, private, and higher education, he has instructed, led departments and chaired prominent committees at the K-, community college, and graduate school levels in multiple disciplines. Besides being active in professional development as a presenter to the educational communities at the state and national levels, he has researched and evaluated online and distance learning environments and has extensive experience teaching and designing for distributed education programs.
