William Swain was appointed General and Artistic Director of Opera Illinois in March . He had served as General Manager and resident stage director since September of . As General Director, he directed all aspects of operations, including strategic planning, fund raising, development, marketing, budgets, and human resources. As General Manager, he was responsible for all aspects of production, auditioning and hiring artists and technical staff, contracting production elements, scheduling performances, education and outreach and overseeing administration. He represented and promoted company operations with a vigorous public presence in the press and electronic media, building good will, community pride and public awareness. Inheriting long term debt and a budget deficit accumulated by Opera Illinois, Swain partnered with Opera Illinois Executive Director Margaret Swain, the Board of Directors, Caterpillar, Inc. and other corporate leaders to eliminate the deficit within two years. Through sound business practices, Opera Illinois was subsequently able to raise artistic and production standards, while consistently remaining within budget constraints. While at Opera Illinois, he staged Douglas Moores "The Ballad of Baby Doe", Mozarts "The Magic Flute" and "Don Giovanni", Bizets "Carmen", and the renowned Houston Opera production of Humperdincks "Hansel and Gretel" designed by Maurice Sendak in the , seat Peoria Civic Center Theater. He designed and staged new productions of Menottis "Amahl and the Night Visitors", the Puccini double feature, "Suor Angelica" and "Gianni Schicchi", and Mozarts "Cosi fan tutte". He initiated a Young Artists Ensemble for emerging Illinois artists and served as adjunct instructor of applied voice at Illinois Central College.
