He has a background in child development, sociology, education, and technology and now builds open resources and networks on the web. His experience designing and delivering professional development and online instruction combined with strong interpersonal skills allows him to communicate passionately but pragmatically about education. Billy excels in collaborative environments and has connected with educators, researchers, and developers on projects and initiatives relating to Open Access, Open Science, Open Data, and specifically Open Education. He has a working knowledge of policies and practices related to Open Educational Resources (OER), open copyright licensing, and communities of Open. He is driven to improve society through open projects that make the most of the web with respect to cultural, legal, and technical structures, and holds both private and public work to high standards.
